Public sector jobs in Leeds
Leeds is unusual among English cities because so much national public sector work is based there. Alongside Leeds City Council and the Leeds Teaching Hospitals NHS Trust, the city is home to large offices of national NHS bodies and the Department for Work and Pensions, so you can find headquarters-level policy, digital and analyst jobs without moving to London. Pay for those national roles is set by the employing department, while local NHS, council and school jobs follow the national scales.
National bodies based in the city
Quarry House, on the edge of the city centre, has long housed the Department for Work and Pensions and national NHS staff. NHS England has had a large Leeds workforce, and NHS digital and data teams have also been based in the city. The government has announced that NHS England is to be brought into the Department of Health and Social Care, which means national health roles in Leeds are being reorganised; expect some vacancies to be advertised by the department and others to disappear in restructures. Check the employer named on any advert carefully.
Civil Service roles in Leeds run from administrative officer to Senior Civil Service. Departments set their own pay ranges by grade, and for 2026/27 they could raise their pay bill by up to 3.5 per cent in total. That cap does not tell you what any individual will get. How to get into the Civil Service covers applications, Success Profiles and the online tests.
Hospitals and community health
Leeds Teaching Hospitals NHS Trust runs St James’s University Hospital and Leeds General Infirmary among other sites. Mental health and learning disability services are provided by Leeds and York Partnership NHS Foundation Trust, and community services by Leeds Community Healthcare NHS Trust. Yorkshire Ambulance Service NHS Trust covers emergency and 111 calls across the region.
These trusts all pay Agenda for Change rates for England with no local supplement: band 2 at £25,272, band 4 from £28,392 to £31,157, band 5 from £32,073 to £39,043 and band 6 from £39,959 to £48,117 from 1 April 2026. Leeds City Council and West Yorkshire
Leeds City Council is a metropolitan council covering the city and the surrounding towns and villages within the district, such as Otley, Wetherby and Morley. It employs staff in social care, housing, highways, waste, parks, libraries and schools support. Most jobs are on the NJC pay spine, which starts at £25,614 (SCP 3) from 1 April 2026.
The West Yorkshire Combined Authority, which has its headquarters in Leeds, handles transport and regional policy. West Yorkshire Police and West Yorkshire Fire and Rescue Service recruit across all five districts. A new constable starts on £32,255 from 1 September 2026; a firefighter in development is on £31,539 from 1 July 2026.
How the pensions compare
Leeds is one of the few cities where you might choose between a council, an NHS trust and a government department for similar work, so pension contributions are worth comparing. Here is what a member would pay on a hypothetical salary of £32,000 in 2026/27:
| Scheme | Member contribution rate at £32,000 |
|---|---|
| Local Government Pension Scheme (main section) | 6.5% |
| NHS Pension Scheme | 8.3% |
| Civil Service alpha | 4.6% |
A lower contribution does not mean a worse or better deal on its own, because the schemes build up pension differently and have different employer contributions. The LGPS and NHS Pension Scheme guides explain how each one works.
Schools
Schools in Leeds recruit teachers, teaching assistants and support staff throughout the year. Teacher pay from 1 September 2026 starts at £34,069 on M1 outside London, under the award the government accepted in July 2026. Support staff in maintained schools are on the NJC spine and are usually paid term-time only, which reduces the annual figure compared with the full-time equivalent shown on the advert. School vacancies are listed on Teaching Vacancies and on trust and council websites.
