Public sector jobs in Stoke-on-Trent
The University Hospitals of North Midlands NHS Trust, which runs Royal Stoke University Hospital, dominates public sector employment in Stoke-on-Trent, and much of the city’s career ladder runs through it. Stoke-on-Trent City Council, the schools and the Staffordshire-wide police and fire services make up most of the rest. Pay is on national scales while local housing costs are lower than in many English cities, so an NHS band 3 salary of £25,760 to £27,476 goes further here than in the South.
The hospital and the NHS
Royal Stoke University Hospital is a large acute hospital with a major trauma centre, so it recruits across almost every clinical and support role. University Hospitals of North Midlands also runs County Hospital in Stafford. Separate NHS trusts provide mental health, learning disability and community services for Stoke and Staffordshire, and West Midlands Ambulance Service University NHS Foundation Trust runs 999 services.

Growing within the NHS
With a hospital this large you can move up without changing employer. A common route starts as a healthcare support worker at band 2 or 3, moves to a band 4 assistant practitioner or trainee nursing associate post, and then on to registered nurse at band 5. Trusts fund some of this through apprenticeships, so you can keep earning while you train.
Each step is a new post, and none comes automatically. Within a band you move up to the next pay point after a set time (two years at band 3 entry, three at band 4 entry), as long as you meet the expected standards. Between bands you apply for a vacancy. How pay progression works in the NHS, NHS band 4 pay and jobs, the nursing associate profile and from healthcare assistant to nurse cover each step.
Moving up a band also changes your pension contributions. At £25,760 you pay 6.5 per cent into the NHS Pension Scheme. At £32,073 the rate is 8.3 per cent, because the whole of your pay falls into the higher tier.
Stoke-on-Trent City Council
Stoke-on-Trent City Council is a unitary authority covering the six towns that make up the city. It recruits for social care, children’s services, housing, waste, highways, libraries and school support. Neighbouring Newcastle-under-Lyme Borough Council and Staffordshire County Council, based in Stafford, recruit for the areas around the city.
Council pay is on the NJC spine, which rose by 3.3 per cent from 1 April 2026, and SCP 3, now the bottom point, is £25,614. Staff join the Local Government Pension Scheme and get at least 23 days’ annual leave plus bank holidays and two extra days, rising to 26 days after five years.
Support staff jobs in Stoke schools and council services are often part-time or term-time only. Pay is then a percentage of the full-time salary on the advert, and the LGPS contribution rate is set on what you actually earn. On pay up to £18,400 the main section rate is 5.5 per cent, and from £18,401 to £29,000 it is 5.8 per cent.
Police, fire and schools
Staffordshire Police and Staffordshire Fire and Rescue Service cover the city and county. A constable starts at £32,255 (PP1) from 1 September 2026, and a firefighter in development at £31,539 from 1 July 2026.
Teachers in Stoke are paid on the England scales, starting at £34,069 (M1) from 1 September 2026 under the award accepted by the government. Support staff in maintained schools are on the NJC spine and usually work term-time only.
Applying
The hospital trust advertises on NHS Jobs, where you can set alerts by location and band. Council, police and fire roles are on each organisation’s own website, and school jobs on Teaching Vacancies. The take-home pay calculator shows what each offer leaves you after tax, National Insurance and pension.
Common questions
How long does it take to move up an NHS band in Stoke?
Moving up within a band happens on set dates: two years at the entry point of band 3 or band 5, for example, and three years at band 4. Moving to a higher band is a different matter: you apply for a job at that band, or your role is regraded, and that depends on vacancies and training.
