Public sector jobs in York
Most public sector jobs in York come from five places: City of York Council, York and Scarborough Teaching Hospitals NHS Foundation Trust, the city’s schools, government offices, and the police and fire services that cover North Yorkshire. Council and school support roles start at £25,614 on the NJC pay spine from April 2026, NHS roles at £25,272 on band 2, and teachers on £34,069 from September 2026.
City of York Council
The council is a unitary authority, so it runs everything from adult social care and children’s services to housing, planning, waste and highways inside the city boundary. That makes it the biggest single source of local government jobs in York, and it advertises on its own website. Since 2024 York has also been part of the York and North Yorkshire Combined Authority, which has a mayor and a small staff working on transport, skills and economic policy.
Council pay is set on the NJC spine. The council’s own grades map onto spine points, so the advert will usually show a grade and a salary range. Here is how the spine looks at a few points from 1 April 2026:
| Spine point | Annual salary (full time, 37 hours) |
|---|---|
| SCP 3 | £25,614 |
| SCP 10 | £28,608 |
| SCP 20 | £33,673 |
| SCP 30 | £42,123 |
| SCP 43 | £56,293 |
Part-time and term-time staff get a proportion of these figures. The full table is in the NJC pay spine guide.
The hospital and community health
York Hospital is run by York and Scarborough Teaching Hospitals NHS Foundation Trust, which also covers Scarborough and other sites on the east coast. Recruitment is often trust-wide, so read adverts carefully to see which site the post is based at before you apply; the drive between York and Scarborough is a long one.
Mental health and learning disability services in York are provided by Tees, Esk and Wear Valleys NHS Foundation Trust. Yorkshire Ambulance Service NHS Trust covers emergency calls. All of them pay Agenda for Change rates for England: band 3 from £25,760 to £27,476, band 5 from £32,073 to £39,043 and band 6 from £39,959 to £48,117 from 1 April 2026.
Government offices
York has a sizeable Civil Service presence for a city of its size. The Department for Environment, Food and Rural Affairs and parts of the wider Defra group have offices in the city, and other departments recruit there from time to time. Roles range from administrative officer to senior policy and analyst posts. Each department sets its own pay ranges, and for 2026/27 departments could increase their pay bill by up to 3.5 per cent in total; that is not a promise of what any one person receives. Civil Service departments and agencies explains who does what.
Use the location filter on Civil Service Jobs to search within a set distance of York. Some posts are advertised as available at several offices, with York as one option.
Police and fire
North Yorkshire Police and North Yorkshire Fire and Rescue Service cover the city and the rest of the county, which is the largest in England by area. Both are overseen by the York and North Yorkshire mayor, who took on the police, fire and crime commissioner role. A new constable starts on £32,255 from 1 September 2026. Firefighters earn £31,539 in development and £40,358 when competent from 1 July 2026.
Schools and pensions
York’s schools include council-maintained schools and academies, many of them in multi-academy trusts. Teacher pay outside London starts at £34,069 (M1) from 1 September 2026, with the upper pay range reaching £52,835. Support staff such as teaching assistants and administrators are generally on the NJC spine and often paid term-time only.
If you are choosing between a council job and an NHS job at a similar salary, the pension contribution is one difference you will notice on your payslip. On £30,000 a year in 2026/27, a member of the Local Government Pension Scheme main section pays 6.5 per cent, while an NHS Pension Scheme member pays 8.3 per cent. The schemes build up pension in different ways, so the contribution rate alone does not tell you which is better. How to get a council job covers council applications, and if you are open to commuting, Leeds is less than half an hour away by train with a much larger pool of NHS and Civil Service vacancies (public sector jobs in Leeds).
